Andrew Woods serves as Chairman of Liberty Partners Group, where he advises clients on a broad range of business and healthcare issues involving the federal government.
With 36 years of experience shaping health policy, Andrew has worked with organizations across the healthcare spectrum, including radiation therapy, home health, ambulatory surgery, dialysis, dental care, and cardiovascular services. He also has deep experience in Social Security disability and Veterans Affairs issues, as well as in education policy, and served as legislative counsel to Sandy Hook Promise, helping advance policies to protect children from tragedy and violence.
Andrew’s long-standing work on healthcare issues has allowed him to develop strong bipartisan relationships on Capitol Hill, particularly with Members of Congress on the Senate Finance Committee and the House Ways and Means and Energy and Commerce Committees.
He previously served as Policy Advisor to Governor James B. Hunt, Jr. (D-NC), Senator Terry Sanford (D-NC), and Lt. Governor Bob Jordan (D-NC).
Andrew graduated magna cum laude from North Carolina State University in 1985, earned his Juris Doctor from the University of North Carolina at Chapel Hill School of Law in 1988, and clerked for the Supreme Court of North Carolina from 1988 to 1990. He was also a 1984 Scholar of the College at Oxford University in Oxford, England. He is admitted to practice law in Florida, Maryland, North Carolina, and the District of Columbia.
A 1981 magna cum laude graduate of Calvert Hall College High School in Baltimore, Andrew later returned to serve on the Board of Trustees of both Calvert Hall College High School and the Jemicy School in Baltimore.
