Overview
In this state matter, the Legislature sharply increased the provider tax rate on Ambulatory Surgery Centers (ASCs). Our goal was to shift the focus to patient access and achieve relief for ASC operations.
3-P Strategy
We crafted and managed a comprehensive public affairs campaign featuring:

Policy: Internal and commissioned analyses with a focus on the tax’s impact on local jobs; advocacy materials; and draft reform language.

Positioning: Stories of jobs at-risk of being lost due to the tax; earned, social and paid media; and frequent reporter briefings.

Pursuit: Grassroots and grasstops; coalition of doctors, ASC staff, patients and advocates; ASC site visits; lobbying; and a key-district poll.
Results
The Governor and Legislature agreed to reform enabling ASCs to significantly expand their operations, more than offsetting the impact of the tax.
